December 28th Downtown Bismarck News

Vision Fund Application Updated

The Bismarck City Commission recently approved an updated Flex Pace Application Scoring Matrix for the Bismarck Vision Fund. The Downtowners participated in the sub-committee to assist with updating the application’s scoring rubric. While the rubric’s scoring is only one consideration, it helps the Vision Fund Committee better determine applicants’ impact and effectiveness before being considered for financial support. The Vision Fund’s purpose is to provide financial assistance to businesses looking to expand or develop within the Bismarck area which in turn helps create new jobs, expand the regional tax base, increase capital investment, improve the entrepreneurial climate of the region, and generally expand the financial base of the Bismarck area.

Renaissance Zone Renewal

After nearly two years, we can finally say that the Renaissance Zone is being reinstated. The reinstatement is for one year and was approved by the Burleigh County Commission after the city agreed to certain changes to the program.  The Bismarck School Board and Bismarck Park Board had previously given letters of support, along with the Bismarck City Commission. The Downtowners expect to see projects coming back to the district. The state’s Renaissance Zone Program is currently used in over 50 North Dakota communities for revitalization and redevelopment. The Downtowners and partners locally and throughout the state undertook the task of changing state law in the past legislative session to allow expired Renaissance Zones to go through a reinstatement process.  This option was previously unavailable, since it was not mentioned in state law.  The new law went into effect August 1, 2023, and the city initiated the process of collecting letters of support.  We want to thank our members and property owners who lent their support with letters and testimony. We also want to thank the community leaders for their support in reinstating this program for Bismarck.  Look for the application and more information on the city’s website in January 2024.
