Chancellor Square Back to Two-Ways

The Bismarck City Commission approved converting Chancellor Square back to two-way traffic and delayed a permanent decision to the Main Avenue 3-Lane Configuration until traffic studies can be conducted for the conversion of the one-way system in Chancellor Square. Chancellor Square was developed in the 1970’s, creating a one-way loop from Fourth to Sixth streets between Broadway and Thayer in Downtown Bismarck. Many communities that experimented with these systems have since reverted back to two-ways. Studies have shown that conversions from one-way to two-way traffic create a safer pedestrian areas, higher tax bases and make the core easier to navigate.  Engineering will study if a two-way Chancellor Square will alleviate some commuter traffic on Main Avenue (as Broadway Avenue could become a parallel alternative route), and what changes to make to signal lights.
Low-cost improvements would be made including re-striping the diagonal parking in the opposite direction where necessary, replacing signals with stop signs at most intersections around the square, and signage changes.  Estimates of the total conversion are $54,000.  Many lost parking spaces may be re-purposed for designated motorcycle and/or bike parking. Both the Chancellor Square Conversion and Main Avenue 3-Lane Configuration are recommendations in the Downtown Sub-Area Plan. The Downtowners will be holding some information sessions for our members and working closely with the city on a smooth implementation.  Thank you to our members who voiced their support for both Main Ave and Chancellor Square Conversion.  For more information regarding these two projects please visit: http://www.bismarcknd.gov/.
